Slow Cooker Enchiladas

1-lb ground beef (ground turkey)
1 c chopped onion
1/2 c chopped green pepper
1 can kidney beans, rinsed and drained
1 can diced tomatoes w/Green chiles, undrained
1 small can tomato sauce
1 pkg. taco seasoning, dry
1/3 cup water
1/2 tsp. salt
1/4 tsp. pepper
1 cup shredded reduced fat cheese (I used fat free)
6 flour tortillas

In skillet, cook beef, onion and green pepper until browned. Drain. In bowl, add all other ingredients except tortillas and stir. In crockpot layer 3/4 beef mixture, then tortilla. Repeat layers with all 6 tortillas. Cover, and cook on low 5-7 hours.
